Rule of law = reality, rule of mob = perception

You know the playbook. Say something outrageous and offensive, but in your extreme agenda. Apologize. Wait a few months, rephrase, lather, rinse, repeat. Eventually people stop complaining, say it louder, eventually it becomes policy.
